The Comprehensive Plan (2018) identifies the density, type, and intensity of land uses throughout the city, as well as the character and capacity of public facilities and services such as streets and utilities. The plan also addresses key issues including affordable housing, annexation, economic development, the environment, and transportation.

The City’s Capital Facilities Plan is updated annually and provides a 6-year list and schedule of current and upcoming projects for City Facilities.
The Comprehensive Transportation Plan is an annually created list of anticipated transportation projects within the next six years.
The City’s Water System Plan (2020) identifies current and future water demands and the plan to meet those needs.
The Comprehensive Stormwater Management Plan (2019) identifies stormwater infrastructure needs and an overview of regulatory requirements for stormwater.
The General Sewer Plan (2015) includes a description of existing sewer treatment and conveyance systems, capacity and compliance analysis, anticipated needs for future facilities, and description of future facilities including schedule, cost, and financing.
The Walla Walla Solid Waste and Moderate Risk Waste Management Plan (2024) provides background and guidance for solid and moderate risk waste management in Walla Walla County.
The Landfill Facility Master Plan (2023) provides guidance for improvements at Sudbury Landfill.
The City of Walla Walla Downtown Master Plan (2004) provides a framework for the future of Downtown Walla Walla.
The Parks and Recreation Comprehensive Plan (2018) provides a roadmap for the Department’s and the public’s vision of parks and recreation over the next six years. Broadly, the Goals and Policies contained in the plan aim to provide high levels of service, meet the needs of Walla Walla’s diverse population, and continue to enhance the quality of life for residents.
