Background
The City of Walla Walla completed a corridor study on Poplar Street from Myra Road to the Alder Street/Merriam Street intersection, which identified improvements that best meet the City’s vision and the future transportation needs of the corridor while maintaining consistency with the City’s Urban Comprehensive Plan.
The study aimed to improve multimodal facilities, improve safety, support the area’s businesses, encourage the neighborhood’s vitality, and foster well-informed community support for the project.
Throughout this study, the City took time to listen and understand citizen issues, obtain fresh ideas, and encourage participation from the community. The project team received public input through letters, phone calls, emails, and in person. The public outreach included:
- Stakeholder interviews and walking tour
- Three stakeholder meetings
- Two public open houses
- Three City Council work sessions
- One City Council public hearing for adoption
- One previous virtual open house
The study resulted in three potential alternatives for the Poplar Street corridor. Each alternative included a reduction of travel lanes on Poplar Street, safety improvements, and various forms of improved bicycle and pedestrian facilities.
After analyzing the operations of each alternative and performing multiple rounds of public involvement, Alternative 1 (see the graphic below) was recommended and approved by the City Council on Feb. 27, 2019. This design includes a three-lane cross section, with buffered bike lanes, parking where width allows, and wider sidewalks. (View the study's final Executive Summary.)
Title VI of the Civil Rights Act of 1964 requires recipients of Federal financial assistance to guarantee that their programs and activities provide for effective participation by persons who may be impacted by our community's transportation decisions.
